Command & Dispatch Platform

One connected system for 911, dispatch, the field, and records.

EchoCAD is a single public-safety platform built for police, fire, and EMS. Call intake, dispatch, in-vehicle mobile data, the responder's phone, and records all run on one brain — and every action updates in real time on every screen, from the dispatch console to the officer's pocket.

Standalone or connected — no Echo911 radios or dispatch service required. Included at no additional cost with Echo911 radio or dispatch service.
Four products · one brain

The product family.

Most agencies stitch together a CAD, a separate mapping tool, a phone system, and a records database that never quite talk to each other. EchoCAD replaces all of it: when a 911 call is answered the incident is already created; when a unit changes status in the vehicle the dispatcher sees it instantly; when an officer runs a plate the result attaches to the call and lands in records.

EchoRMS details
01 · DISPATCH CONSOLE

EchoCAD — the command center.

EchoCAD dispatcher console — live active-calls board, online units with radio telemetry, command line, and weather radar map
DISPATCHER CONSOLE · ACTIVE CALLS · UNIT TELEMETRY · COMMAND LINE · RADAR MAP

The active-calls board updates instantly — no refresh — and a power-user command line lets a dispatcher assign, clear, close, and status entirely by keyboard. The map auto-follows whichever unit is transmitting — a live active-speaker indicator shows exactly who is on the radio — with premise-hazard alerts surfaced before anyone arrives.

  • Full intake with autocomplete & NENA address validation — duplicate-call detection and site lookup
  • Closest-unit recommendation — by distance, ETA & zone
  • Live unit telemetry — GPS, unit speed, portable radio battery, selected channel, active-speaker indicator, and digital radio signal level
  • Mutual aid — assign units from neighboring agencies; with CAD sync, call details are shared automatically with two-way sync
  • Built-in EMD & SOP protocols — protocol prompts by call type, plus EMS transport with hospital/destination selection

Officer safety, built in.

  • SOS / Man Down — full-screen alert with klaxon, map, address, and acknowledge workflow
  • Status-check timers — automated, with audible overdue alarms on assigned units
  • Premise Safety Info (PSI) — hazards, gate codes, and known threats before units arrive
  • Weather & NWS alerts — live radar on the operations map, with automated notification to dispatch and field units when a watch or warning is in close proximity to units in the field, so they can take cover or move to a safer area

Communications, AI & resilience.

  • Automated voice paging — page to the dispatch channel, a paging channel, EchoCAD Mobile, and automated phone paging — with two-way response tracking
  • Multi-channel callouts — push, SMS, voice & email by responder preference
  • AI assistance — voice-to-text, incident summaries & narrative polish
  • Automatic failover — if a comm center goes offline; automated encrypted peer-to-peer sync over local LAN or WAN keeps dispatchers and units in sync through an internet failure

Protocol-driven intake, on every call.

Open a call and everything is one screen: SOP/protocol questions for the call type, an AI overview of the incident so far, verified jurisdiction and PSAP with one-tap transfer numbers, assigned units with live battery and signal, and the status timer with one-click extensions.

  • SOP / protocol prompts by call type — EMD workflows one button away
  • AI incident overview — regenerating summary of comments and updates
  • Verified jurisdiction & PSAP — city, fire ID, county, and E9-1-1 contact numbers on the call. For calls outside your jurisdiction or scope of handling, the external PSAP info shows exactly which agency to contact or transfer the caller to
  • Status timer & check-ins — extend by +1 to +90 with one click
EchoCAD call detail — SOP protocol questions, AI overview, verified jurisdiction and PSAP, assigned units with telemetry, status timer
CALL DETAIL · SOP PROTOCOL · AI OVERVIEW · VERIFIED PSAP · UNIT TELEMETRY
Mapping & addressing

PSAP-grade GIS. NENA-standard addressing.

Dispatch is only as good as its map. EchoCAD runs on NENA-standard GIS data — the same road centerlines, address points, and boundary layers PSAPs use for 911 — with Esri-compatible mapping so your existing county or state GIS shapefiles and feature layers drop straight in.

  • Validated address intake — autocomplete against authoritative NENA address points — bad addresses get caught at intake, not en route
  • Parcel & valuation layers — ownership, building details, and property data on every address
  • GIS workbench — Echo911 helps generate and maintain NENA-compliant GIS data: road centerlines, rooftop-plotted address points, ESB/PSAP/city boundaries, and MSAG — import, synthesize, validate, and publish without a GIS contractor
  • Esri-compatible — bring your county shapefiles, feature services, and imagery basemaps
  • Geofenced zones — patrol sites, response areas, and station zones drive closest-unit and rotation logic
  • Historical incident layers — see call history on the map where it happened
EchoCAD Live Map — NENA property database popup with parcel ID, ownership, legal description, lot and building data, and valuation; zones, PSI, and parcel layers toggled in the toolbar
LIVE MAP · NENA PROPERTY DATABASE · PARCEL + OWNERSHIP + VALUATION · ZONES · PSI · ZOOM-TO-TALKER
EchoCAD GIS Workbench — centerlines, address points, boundaries, review queue, NENA activity audit, and live layer map
GIS WORKBENCH · CENTERLINES + ADDRESS POINTS + BOUNDARIES · REVIEW QUEUE · NENA AUDIT TRAIL

From map layers to the state 911 board.

  • NENA DQT validation — run the NENA Data Quality Tool over your layers and get per-layer errors and warnings
  • MSAG generator — build a Master Street Address Guide from active centerlines for upload to the state LIS/ALI database (NENA-STA-021 i2 or legacy Bellcore), with SFTP push
  • NENA jurisdiction export — hand a NENA-NG911-aligned bundle to a PSAP or state 9-1-1 board in four guided steps
  • Review queue & audit trail — every feature insert and edit is reviewed and logged
MSAG Generator — build a Master Street Address Guide in NENA-STA-021 i2 or Bellcore format, download or SFTP push to the state LIS
MSAG GENERATOR · NENA-STA-021 i2 / BELLCORE · SFTP PUSH TO STATE LIS
NENA Jurisdiction Export wizard — scope, pick and label layers, validate with NENA DQT, format and download
NENA JURISDICTION EXPORT · SCOPE → LAYERS → VALIDATE (DQT) → DOWNLOAD

Why NENA data matters

911-grade address points and road centerlines mean the location a caller gives is the location units are sent to — no geocoder guessing against consumer map data.

Why Esri compatibility matters

Counties and states already maintain authoritative GIS in Esri formats. EchoCAD consumes it directly, so your map is your jurisdiction's map — and stays current.

Why the workbench matters

New subdivision? Annexation? Your admin updates the data and every console, MDT, and phone sees it — no vendor ticket, no quarterly map release.

02 · IN-VEHICLE

EchoMDT — the patrol vehicle workstation.

EchoMDT my-call view — status bar, location, units on call, media and comments
ECHOMDT · MY CALL · ONE-TAP STATUS · UNITS + MEDIA + COMMENTS
EchoMDT Follow-Me map with NENA parcel and valuation data
ECHOMDT · FOLLOW-ME MAP · NENA PARCEL + VALUATION DATA

Large status buttons update dispatch and every screen with one tap. Officers self-dispatch, run plates and people, and pull full RMS — all from the terminal in the vehicle.

  • Live call audio & transcripts — field units see live transcriptions of 911 and standard phone calls, and (if enabled by the agency) can stream the live call audio over the MDT speaker or EchoCAD Mobile while responding — hearing the caller gives far more context
  • Self-dispatch & attach — create your own call, or attach to an existing one
  • Plates & people — run lookups and import results straight to RMS
  • Follow-Me GPS map — with NENA parcel & valuation data
  • Officer-down peer SOS — one-touch emergency alert to dispatch and nearby units
  • Apparatus check-in — attach to or check in/out of apparatus from the terminal
  • Unit & dispatch chat — messaging without keying the radio
  • Daily activity log — exportable to PDF
03 · FIELD APP

EchoCAD Mobile — every responder's pocket.

EchoCAD Mobile — unit screen showing availability and active calls
MY UNIT · STATUS + ACTIVE CALLS
EchoCAD Mobile — call detail with priority, location notes, map, distance and one-tap navigation
CALL DETAIL · LOCATION + NAVIGATION
EchoCAD Mobile — records management with vehicle, person, and report functions
FULL MOBILE RMS

Alerting that breaks through.

  • Push + spoken dispatch — priority tones and natural spoken addresses; repeat-until-acknowledged alerts that break through silent mode
  • SOS & PSI alerts — officer-emergency banners and premise-hazard hits across the whole agency
  • GPS backup & presence — phone location, battery, and online status when the radio isn't reporting
  • Live call listen-in — live audio streaming and rolling transcription of 911 and phone calls where enabled by the agency, plus caller video, GPS, and photos

Full field actions & records.

  • One-tap lifecycle — acknowledge, en route, on scene, transport, close — plus self-dispatch
  • Turn-by-turn navigation — to the scene via Apple or Google Maps
  • Full mobile RMS — people, vehicles, reports, BOLOs
  • Agency chat — urgent flags & read receipts; apparatus check-in for fire/EMS crews
04 · 911 INTAKE

EchoPhone — intake that starts the call for you.

When a 911 call is answered, the CAD incident is already created — no manual "create call" step. The call-taker sees who's calling, reads a live transcript, and can serve a limited-English caller without a separate interpreter line.

Phone system.

  • Browser softphone — four simultaneous lines with hold, transfer, park, three-way conference; optional desktop app
  • Desk-phone pairing — ring a traditional handset and the intake screen together; hot-desk friendly
  • Queues & ACD — separate 911 / non-emergency queues with live calls-waiting metrics
  • Automatic recording — tied to the CAD incident

AI-assisted call handling.

  • Live transcription — keyword highlighting & language detection
  • Two-way voice translation — speak English and the caller hears the dispatcher in their own language, or type questions and they are asked in the caller's native language; responses translate back to English in real time, and the live transcript shows both the native language and the translated output
  • Caller intelligence — CNAM, carrier, prior incidents, RMS flags
  • Caller video & GPS via SMS link — no app for the caller to install
  • Listen / Whisper / Barge — supervisor monitoring, assist pop-out, wallboard with queue depth
Already have call handling? Run CAD without EchoPhone — EchoCAD imports ANI/ALI caller and location data from NENA-compliant hardware.
05 · RECORDS

EchoRMS — records where the work happens.

Available to clerks in the admin portal, to officers in EchoMDT and EchoCAD Mobile, and to dispatchers right inside an active call. Safety flags follow a person everywhere they appear.

  • Master person records — identity, photos, aliases, associates, linked vehicles — warrant & caution flags surfaced everywhere
  • Master vehicle records — keyed by plate and VIN, stolen/BOLO banners on every result
  • Incident & offense reports — auto-numbered, draft → completed workflow, linked to CAD incidents
  • Warrants — arrest, bench, search & civil — active warrants auto-flag the person
  • BOLOs & posters — formatted missing/wanted posters with photos and armed-&-dangerous flags
  • Trespass notices — on-device signature capture, revoke-with-reason
  • Witness & victim statements — citizen submits by email/SMS link with e-signature and photos — no login
  • Property & evidence — auto-numbered with append-only chain of custody and release/destroy authorization

Nationwide lookups (optional). Search people and plates nationwide — identity, addresses, phones, aliases, associates, registration, and owner — and import any hit into the local agency record with one click. Gated per agency, department, and user.

Multi-agency & resilience

Built for the day everything goes wrong.

Multi-agency by design

One platform runs many agencies with strict per-agency data isolation. Echo911 can take 911 intake and hand dispatch to your agency — or run the whole floor.

Automatic failover

Enable automatic failover for call-taking and dispatch — to any of your other centers, to another EchoCAD agency you partner with, or to Echo911 or our partner PSAP Coosada 911, where trained, protocol-certified staff power your emergency failover seamlessly.

Offline continuity

Encrypted LAN/WAN peer sync keeps consoles and units talking even when the internet is down.
